Jochen is doing some work on that for the Wikimedia Foundation at the 
moment, basically using Matt's open-sourced MapQuest rednering stack as 
the backend for multilingual bitmap tiles. I expect that if we are 
interested we could use his results. He occasionally reports on his 
progress on blog.jochentopf.com.
