The current URL only appears to provide z12 over most of the world or 
z17 over the US and my understanding from a conversation in IRC is that 
there is, or will be, a new URL at some point for the new imagery.

That said, the existing URL does seem to provide the cloudless imagery 
at low zoom, so I'm also not entirely clear what is going on.

I'm mostly assuming that the next release of iD will have a new URL that 
will make it all work, but I've just checked the source and it doesn't 
seem to have been changed yet.
