[OSM-dev] Unusual large Changesets - Could OSM server API split uploaded data in more then one changeset?

Well it could - but surely the mapper concerned knows that their edits 
cover a wide area because they've edited something in place (a) and also 
in place (b) which is a long way from place (a).  Is it really necessary 
for an editor to give a warning about something that they ought to be 
already aware of?
