Assuming that there truly aren't any objects in the current data to 
explain it, the issue is most likely 
https://github.com/openstreetmap/osm2pgsql/issues/67, fixed some time 
ago, but potentially not in the version of osm2pgsql deployed at the 
time of the changes which triggered the bug.
