[OSM-dev] taginfo not always as up to date as it says

Nothing strange there. That is the caching. If you load the API URL with the
browser and do a shift-reload, you'll see the values change. I just did
exactly that.

The expire times were not set well, so it could take a day for the expire
to get through. I have now updated them so that the pages should expire
shortly after the new data is available.
