[OSM-dev] OpenStreetMap Carto release v5.3.0

We will be releasing v5.3.1 with a couple of deployment-related 
improvements soon.

A review of 
https://github.com/gravitystorm/openstreetmap-carto/pull/4307 would be 
useful. Reviews don't have to be from maintainers.
