[OSM-dev] 32 and 64 bit way ids

If anyone didn’t get rid of 32 bit integers for ways at the same time as nodes you should consider it now. Way 2³⁰ was created in June, which means that the number of ways that need to be created in the future for there to be a problem is now less than the number of ways previously created in OSM.
