API 0.3 was stopped in May 2007, 0.4 in October 2007, and 0.5 in April
2009. At the time, OSM was a fraction of its current size, with three
orders of magnitude fewer users. You will find that few current
developers are familiar with the earlier API versions, as not only were
a small portion around back then, some of the people involved back then
have moved on or passed away.
I recommend also looking at the features that have been added to 0.6
without API version increments, such as notes/bugs, changeset
discussions, and JSON format
