You can find the draft OSM code of conduct Serge is referring to here

That page also includes links to some of the discussions about this on -talk

It is based on the Ubuntu code of conduct, KDE also appears to use this as a 
base (http://www.kde.org/code-of-conduct/).  The Mozilla project has a bit 
different approach http://www.mozilla.org/about/policies/participation.html)

The Mozilla document has an explicit statements saying that disagreements 
and tough debates are good along with a recommended course of action to take 
if you encounter problems.
