[diversity-talk] Code of Conduct, was Re: NYC local disagreement

I thought that the Code of Conduct deserves its own thread.

One thing to think about is possibly adopted our own mailing list
guidelines with this list to start. Though a small start, it might
allow easier to consensus to being with something.

Also reviewing the modified Ubuntu Code of Conduct and starting with
the broader community would be good.
