This is actually an interesting question. Obviously, we cannot take any
action on third-party services. We could take code of conduct action (e.g.
blocking from mailing lists) if someone violates the code of conduct on
other mediums (e.g. private email, Twitter) in reply to mailing list topic.
We could even take code of conduct action with OSM-related communications
that never were related to OSMF channels (e.g. anything at local meetups,
OSM user groups on Facebook, etc).

I'm not in favour of either. I realize this excludes a significant portion
of conduct from the code of conduct, but I don't like the idea of 
attempting
to police communication channels we have no control over.

One last thought - where would the forums fit in this? They're on
openstreetmap.org, but not run by the OSMF, so the forum admins would be
perfectly capable of saying no to any code of conduct. What would happen 
then?
