[Geocoding] util.update.php doesn't mind

Hi,

when I try to apply the daily diff files, download works well, while
nothing else happens.

util.update.php --import-daily --import-all --index

I get:

Total to do:0 is repeated several times while I have collected a lot
of daily diffs I need to apply.

Anybody else observed this behaviour and knows what happens?
