[Geocoding] City information missing/wrong

My main concern would be that it requires some nasty hacking
of Nominatim because at the moment there can only be one admin boundary
per OSM object. Not sure that counts as an objection though. ;)

I wonder if Germany is the only country with such multi-level boundaries
or if that is a rather common thing.
