[Geocoding] Neighborhood boundaries polygon data

hi,

nominatim probably isnt the right tool. 
have a look at wiki.osm for more conveniet ways
http://wiki.openstreetmap.org/wiki/Planet.osm

my first choices would be overpass api or osm2pgsql processing
