[Geocoding] Neighborhood boundaries polygon data

You can use Nominatim to download boundaries for a single object but
it is not good for mass download.

For downloading boundaries from OpenStreetMap data, have a look at
OSM Boundaries: https://osm.wno-edv-service.de/boundaries/
