OpenStreetMap has Nominatim service for geocoding: 
http://wiki.openstreetmap.org/wiki/Nominatim
NOminatim is run on OpeStreetMap Foundation hardware and resources are 
limited so Nominatim usage policy aplies here: 
http://wiki.openstreetmap.org/wiki/Nominatim_usage_policy

Good news is that there is Nominatim source code and it can be installed 
on your infrastructure where you dictate usage policy: 
http://wiki.openstreetmap.org/wiki/Nominatim/Installation

If you go that way and install your own Nominatim service, don't forget 
the copyright: http://www.openstreetmap.org/copyright :D
