[Geocoding] New Nominatim release 2.5.1

Hi,

we've just published a new minor release 2.5.1 for Nominatim.
This is mainly a bugfix release which resolves the following
issues:

 * a number of new warnings in PHP7
 * broken website check in setup.php
 * some minor formatting issues with new website layout

As always the source code is available at

   http://www.nominatim.org/release/Nominatim-2.5.1.tar.bz2
