[Geocoding] Reverse geocoding boats in ocean

OSM doesn't have the data to provide any meaningful geocoding
on oceans. So, Nominatim would have to resort to other data here.
There is an issue open for this
https://github.com/osm-search/Nominatim/issues/510
but nothing is planned to do about it in the near or intermediate
future.

There also was the request to get a geocoding for 'the point on the
nearest shore' but I can't find it anymore. Something like this
would likely need Overpass.
