I dont have a solution for "Which ocean/sea am i at?" but there is something
called "United Nations Code for Trade and Transport Locations" aka UN/LOCODE
https://en.wikipedia.org/wiki/UN/LOCODE
https://unece.org/trade/cefact/unlocode-code-list-country-and-territory
which has unique codes for all? ports and their geocoordinates.
It should be pretty easy to do a "Which is the nearest port" based on
that list.
