[GraphHopper] Turn restrictions

Hi Emux,

indeed this was a bit hidden when using the config file - thanks for
catching this (although your workaround should have worked!).

Now no need to call this method. Also you can specify a different
traversal_mode via URL parameter or request.getHints().put, but the
defaults should be sufficient. So fetch the latest version, rebuild and
report if it still does not work. (reimport is also necessary due to a
different change)
