[GraphHopper] Turn restrictions

Ok, lets discuss this in this new issue:

Would you mind to setup a simple integration tests for this from a very
small area e.g. exported via osm.org and 'Export'?
Also you can have a look into this map for the existing turn
restrictions in OSM: http://map.comlu.com/
