[GraphHopper] Turn restrictions

[Emux]

Ok even with CH off it's an important addition.
I would like to start testing it and eventually including in my apps for 
broader use.
(I was just wondering if now with the TR it's safe for real time 
navigation!)

Is it already included in your web interface ?
