[GraphHopper] How to create travel mode by foot

Ok, so if i have understand, when i create the graph, i need to add a rule for enabled foot travel mode.
I need to do that when i create graph from the pbf file?
Where can i find how to add this rule, i have done a quick search here https://github.com/graphhopper/graphhopper/blob/master/docs/android/index.md
but i haven’t  found how to do this.
