[GraphHopper] foot flag encoder for elevation aware routing

See the Bike2WeightFlagEncoder. Anyhow, I doubt that elevation aware 
routing is useful for foot. The elevation for bike only works for 
significant differences in the elevation difference (e.g. > 50 Meters), 
so it is usually useless for small distances. On the other hand, if you 
intend to walk longers distances, then probably you are hiking and the 
you are happy to climb on hills.
