[GraphHopper] OSM Relations for "Route"

Hi Nick,

route relations are evaluated for foot and bike encoders to prefer
routing along common official bike routes.

See e.g. BikeCommonFlagEncoder.handleRelationTags and
setCyclingNetworkPreference
