Peter is right.

If you want to just perform routing, you can let 
GraphHopper.load(graphHopperFolder) control the encoding managers (i.e. 
omit the setEncodingManager call) and set the vehicle in the request:
ghRequest.setVehicle(EncodingManager.BIKE);
