[GraphHopper] TurnCosts for CH

Before using the bidirectional Dijkstra with the edge-based traversal
you need to create the shortcuts using edge-based local dijkstra
searches (DijkstraOneToMany) and make it possible to store 'loops' for
certain nodes.
