[GraphHopper] Duration tag

Hi,

there is already duration support via the second approach Andreas
mentioned in AbstractFlagEncoder.handleFerryTags

Not all strings are supported though, see the comments in the code.
Please submit a simple unit test showing that the duration handling or
parsing does not work, this way we can faster fix it.
