[GraphHopper] Why is kissing_gate apparently an blocking barrier for mtb routing?

Hi,

I'm using a GH db built with graph.flagEncoders=car,foot,mtb - as it turns
out, mtb routing is blocked by a kissing_gate with a tag bicycle=yes? Why
is that?
