[Gsoc-orga] [gsoc-mentors] Filtering GSoC applications

While in principle it is a hardish requirement, for a project that doesn't directly has to do with OSM data it probably can be relaxed a bit for non-core OSM projects (ignoring the question of why we are funding something that is only tangentially related to OSM in the 1st place).

That said it should be noted that being involved in OSM in itself is not necessarily an indication of competence, just to make things more difficult.
