It sounds to me as if you have been handling this well. Before people 
have demonstrated their ability to contribute, it's likely uncertain who 
would be the best candidate. They do have a credible shot, so it's good 
to be encouraging. I agree that we shouldn't give the impression that 
they are guaranteed to be selected, but it seems to me you were aware of 
this risk already in your communications, and the public comment you've 
now added to the project idea makes the situation very transparent in 
any case.

The situation would be different if a student had no realistic chance, 
either because they it's already obvious they lack the necessary skills 
or because there's another student who's firmly committed to applying 
and clearly the best choice.
