[Gsoc-orga] A project to fix the Polish government data import pipeline

Hello,

this is Cristoffs, the community affairs for this project have been taken
care of. I even talked to Hector about adapting this tool for the Spanish
community (adding him).

Project has the full support of OSM Poland.
