[Gsoc-orga] A project to fix the Polish government data import pipeline

Hi everyone,
Indeed, Cristoffs and I discussed adapting the tool to the import of the Spanish Cadastre (https://wiki.openstreetmap.org/wiki/Spanish_Cadastre/Buildings_import). The import has been accepted for years, but due to a lack of proper tooling, the import has been embarrassingly slow and painful. An improved toolchain will greatly benefit the import process, ultimately adding building and address data in most of Spain (The Cadastre covers 46 out of the 50 Spanish provinces, and the autonomous cities. The other 4 provinces have each a different Cadastre because of historical reasons.).
