[Gsoc-orga] A project to fix the Polish government data import pipeline

Dear OSM GSoC Organisers,

My name is Radosław Dąbkowski, I am a student of Geoinformation Science at
the Warsaw University of Technology.
Recently, I have recieved a message at my university from the OSM Poland
board that they are  looking for a student to help with importing data from
the Polish national geodata registries.
I think it's a idea for a project to explore during GSoC.

I have contacted the person from OSM Poland that had sent the message to my
university and he is on board with the idea and willing to become a mentor.
