[Gsoc-orga] A project to fix the Polish government data import pipeline

Hi Mateusz,

we've received an idea for GSOC about some Polish import data. See
below. Do you happen to know anything about that? Is that an import that
has already been discussed in the community? Do you know David Skalec
and know if he has the skills to be a mentor? And do you happen to know
if there is any pre-existing open-source software on that, i.e. would it
even be suitable for GSOC?
