The old British "New Popular Edition" (NPE) topographic maps
are available on http://ooc.openstreetmap.org/
(OOC is short for out-of-copyright)

Some old Swedish maps have been scanned by Stockholm University,
http://kartavdelningen.sub.su.se/kartrummet/kartskapet.htm

I asked OSMF before how we can get these Swedish maps on the
zoomable OpenLayers platform, but nothing happened.
If somebody can do this conversion for money, I think we have
a good chance to get that money (how much?) from the Swedish
chapter of the Wikimedia Foundation.
