[Historic] Skeleton OSM-H wiki up

One educational (for me) note on the naming discussion. My friend, the
Grammar Girl, points out that we may be warm, but not hot, on the naming:

Using "Historical" would preserve Mikel's OH! or HO! options, too. : )
