[OHM] OHM styling

I suggest we switch to using https://github.com/gravitystorm/openstreetmap-carto. The OHM server is set up to convert carto mml files to mapnik xml (just run the carto command). Fork gravitystorm's repo for an OSM Historic stylesheet, and invite pull requests from others to handle requests for new features.
