Rob ... the problem is that the editors are controlled by people with their own 
agendas. ID should never have been allowed out until it was made safe to use. 
What is actually needed is an easy way that we can select our own 'background 
images' and then the problem sort of goes away. I've been running my own server 
which allows me to also change the list myself and I think this is something we 
need for historic mapping. Not only the NLS imagery can be accessed but there is 
a nicely growing archive of other material which is being geo-referenced in a 
way that we can use it transparently with OSM.
