NY, highway=raceway is the normal OSM tag, but what do i
need to do about dates of operation?
also, when addressing dates of operation, sometimes they
can be involved for race tracks. any track that operated in
the US both before and after WWII will have a gap from
1941 to 1945 when they didn't operate. there are frequently
gaps where one promoter went out of business and it
was a few years before a new one started.
additionally, there are tracks that have operated as both
dirt/clay and paved tracks, and frequently i have data
about when they used a particular surface (Pine Bowl
is particularly odd in this regard because they paved
the corners first and operated about a year with dirt
straights.)
