[OHM] tagging for historic race tracks

Awesome - I love it!

Here are the quick steps, although we need to come up with some better
steps:
- Create an account on OHM
- Enter the data on OHM using the editing tool of choice
  -- iD is integrated
  -- JOSM just requires you to point at the OHM server - Karl's blog post
tells how to do that:

Does that help? If not, let us know - we're going to put together some how
to's & this dialog could be a good test case!

To make sure that JOSM is pointing to OHM it is necessary to change the
default API parameters using the Preferences menu. Deselect the default
option. The OHM api url is http://www.openhistoricalmap.org/api. Enter this
in the dialog box. I'm fairly paranoid so I double check that I'm not
accidentally uploading to OSM before I start the OHM load. (I also make
sure I have the reverter plugin loaded and know how to use it).
