Why don’t you start by playing with either QGIS or Merkaantor and start making a few road networks? You can import a layer from OSM, bing, etc… as a contemporary background against which to reference points.
When you can get comfortable with things, you can re-project (warp) an image of an old maps onto a layer and trace the roads from them.
