[OHM] Aren't deleted OSM features reviewed for inclusion?

Interesting topic. I've been convinced that OHM ultimately needs more
elaborate metadata than OSM, not just attribution, but sources, and as Rob
says much of this is at a tag level.
OSM does not formally separate metadata tags from other tags, but this
could be achieved by duplicating the current behaviour of tags in the API
for metatags. I'd presume using metadata tags would remain optional, but
making them distinct on the API potentially would allow a richer set of
ways for handling the data in editors.
