[OHM] Time tagging...

Not to bring up too much from the prior time thread, but it looks like some
of the start_date and end_date tags in OHM use "before" in them and also
".." - does anyone know what these mean?
Examples:
"before 1961"
"before 1904"
"1954..1973"
"1864..1907"
For "before 1904" does "before" mean relatively close to 1904 or just that
1904 is the oldest verifiable date for that object?
For "1954..1973" does that mean a range of possible start dates (or end
dates)? Or a dispute of some sort?
Also, I'm wondering if these are part of a particular time description
protocol or convention we should add to ISO 8601
<https://en.wikipedia.org/wiki/ISO_8601> for consideration in using in the
future, although I'd like to see us stick to something pretty simple for
now.
Thanks,
Jeff
