Hi,

"1954..1973" means the object first appeared at an unknown date between
1954(-01-01) and 1973(-12-31). I mentioned the ".."-format in my mail from
May 8 in the old thread. If we focus upon the ".."-format (I advocate this
at the moment) start_date=1910 means start_date=1910-01-01..1910-12-31.

"before 1904" means that 1903 is the oldest verifiable date for that object
(see https://wiki.openstreetmap.org/wiki/Key:start_date#Approximations). So
it could have first appeared between the beginning of time and 1903-12-31.
So it means "[oldest date we technically take in consideration (like 4,57
billions of years)]..1903-12-31".
