[OHM] historic POI tagging

Hi Richard -

Is this for OHM or OSM?

If for OHM, I'd just tag it as you'd tag a present-day raceway.

I think there should be the presumption that it's historic, particularly if
you tag the start_date = * and end_date = * tags (please tag those!).

If you don't have an actual footprint, it seems that tagging a POI would be
fantastic. That's essentially what gazetteers do. (I think!)

Any other thoughts?
