[HOT] Libya: Tripoli street names - in old map possibly out of copyrights?

Hi there,

A journalist friend of mine posted a scanned image of an old map of Tripoli
to his Facebook page http://cluster3.lib.berkeley.edu/EART/maps/tripoli.jpg
It's titeled as being from 1930 and has been published by Istitutio
geografico de Agostini-Novara (Itaaalia!).

Looking at the Tripoli map and making some benchmark to Google Map it seems
that at least some of the names of the streets could be added to OSM from
the map -- if it was out of copyright.

I can't remember from the top of my mind how the map copyrights go in EU
area (or are they still national level legislation?).
Anybody?
Or is there some other data for the Tripoli street names waiting to be
published?
