Yes, and the to make matters worse, in my experience accuracy is usually
highly optimistic. However, quality varies a lot, remember phones are used
for navigation in cities with bad signal quality all the time so it cannot
be too bad. Also, high end phones usually have the latest and greatest GPS,
including ability to use Russian system etc.

There are very good free software apps already available, especially for
Android. However, they all need lots of love to get better:
Vespucci: Editor with support for points and ways. Great once you get a
hang of it, but could be so much better with further development.
OSMTracker: Tracker with most of the tracking functionality one could want,
but could also be much better with some loving.
GPSLogger: Simpler and easier than OSMTracker.
An app with the improved functionality from Vespucci and OSMTracker would
be great, but these apps are already very much usable.
