Unfortunately this is not true. Car navigation does not need exact
measurements, since it takes an optimistic approach: The GPS says
we're /near/ that road, so we assume we're /on/ that road.
Cell phones use cheap chips and small antennas, which is not good for
accuracy. And the ability to receive the single (!) compatible Russian
satellite (so far) is merely an advertising gag.
