[HOT] job mapping

Hi All,

This has been requested a bunch. Currently there is only one person
contributing to coding of the Tasking Manager and many people thinking of
things to code. Yes commenting would be great, but I do not think messaging
through the regular OSM system is the end of the world.

There is also many tickets for ideas of what to work on here:
https://github.com/hotosm/osm-tasking-manager/issues

It is relatively easy to get working locally to work on.
